As far as I know Ramp 4 is open. Rough water could be a problem right now from beach erosion like during a northeast wind and it could be grassy during a southwest wind. Oregon Inlet is better fishing during early morning, it's always been that way for some reason.
If your looking for some driving room on the beach you might want to try north of Corolla, fall can be good there. The main highway ends at the access ramp and the further north you go the better less people driving on the beach. You can drive all the way to the state line. It's different they drive close to the water like a road. The beach is mostly real hard and flat with tree stumps on it. Watch out for those and the horses. The tree stump areas and wash outs where the beach is narrow can be good places to fish.
The ramps inside the town of Corolla are open October 31 - May 31 and I was told you could go as far south as you want to go.
Only commercial fishermen are allowed to drive on the beach in Kitty Hawk.
Kill Devil Hills ramps are open October 1 - April 30 and don't drive in the wet brown colored gravel near the water, you can go down 6 inches just walking in it. The north side of Avalon Pier is a popular speckled trout and puppy drum area during the fall, Helga Street further north is good. I also like 2nd Street south of Avalon Pier.
Nags Head ramps are open October 1 - April 30 and a beach driving sticker is required for each vehicle that must be renewed annually. The sticker should be placed on the left front bumper of the vehicle and can be purchased from the town for $25 per permit at the Municipal Complex in Nags Head or from any of these tackle shops, Fishing Unlimited, Whalebone Tackle and T.W.'s Bait and Tackle. There's a 60 dollar fine for not having one and it's enforced.
