There's been some lightning after dark lately, makes me uneasy. Mile post 11 is a good area and should be some fish biting after dark if you don't have anybody shooting fireworks off on the beach. I'd try the beach access at Bladen Street just north of Nags Head Pier. You might want to try the pier lights shining on the water, right behind the outer bar or near the fish cleaning table after dark around high tide, could be good with the new moon on August 28th and the high tide is early at night on and just after August 28th.

If the water is rough from a storm offshore you'll have to fish from the pier. I'd also try the restaurant in the pierhouse at Nags Head Pier on a rough water day.
