Some of the best days I've ever had fishing Got-Chas and other lures from a pier have been with a NE wind. If it gets too rough it makes the fishing hard , but under 10 mph winds you should be able to cast and still get action out of a lure. Over 15 it's tough to cast light stuff and the waves just push your lure in with little to no action = tough fishing , but they'll bite if you can get it to move.
Actually saw a small sailfish really close to the pier one time with a good NE wind. Moving so fast that nobody got to throw a lure or jig at him , but about 3 or 4 of us were grabbing for our Got-Cha rods and one guy had a cobia jig on his. I don't know exactly what I would have done if I hooked it , guess I would have figured it out or gotten spooled.
