If you are in Salvo you might be able to go down to the day use area just south of town on the sound side. Use a cast net to catch fresh bait, I have found it better than anything I can get in a tackle store. Don't know if it is overrun at this time of year thought. Upside is that throwing the net and catching the bait is almost as much fun as fishing itself.
