I'd try to take a cheap boogie board for a float. I've been caught in one at Coquina Beach at Oregon Inlet and learned how good it is to have with you. The lifeguards patrol the beach on atvs at Kitty Hawk and Kill Devil Hills and have lifeguard stands. The ones this year seem to be better than in the past, doing more patrolling than talking. They also put up red flags at the beach accesses meaning you can't go swimming because of the rip currents. It's kind of safe inside the towns. For swimming in this area I would suggest the beach access and bath house on the south side of the Black Pelican Restaurant and Hayman Blvd. beach access just north of Avalon Pier, it has a lot of parking.
The water was nice and warm with a pretty green color Saturday. A lot of swimmers in the water. Memorial Day weekend the water was cold if you walked in it your feet would immediately cramp then go numb.
I didn't fish was too many people anyway, one came out late don't know if he caught anything. Too windy for Oregon Inlet. I was told a hurricane was out there but I don't see anything at NHC.
If you are going out in a boat they will stop and check you for a fire extinguisher for sure so I'd have what you need to have on the boat....
