There is a very interesting article on the Outer Banks Voice about this. It basically says that Mother Nature fills it in and Mother Nature will blow it open again. Aparantly man doesn't make that much of an impact. Goes on to say that winds from the south and west will put pressure on the channel using the waters from the sound to apply the pressure and that will reopen it. Worth reading, hope that helps, it explained alot to me that I had never thought of.
