jetties would be a terrible idea. Putting jetties around the oregon inlet area would essentially wipe either the northern or souther beaches off the map depending on the direction of the longshore drift. disrupting this longshore drift causes a buildup of sand on one side of the jetty and massive erosion on the other. This then creates a new problem. Sure you could transport the sand from one side to the other but doing so is just as costly as dredging.

google search Pondicherry, India and look at the damage that has been caused to the Tamil Nadu coast north of Pondy for a prime example of what happens when you utilize jetties to keep harbors open.
