Now is the best time to find shells and sea glass, sometimes you don't even see pieces of shells when the people are here. I'll throw the conchs in a pile up on the beach early or as they wash up when I'm throwing lures then walk back to them and stand right beside the pile of shells like one foot away when I see people coming on the beach. The kids still try to grab them then the parents get pissy with you.
First light in the morning or big swells going almost halfway up the beach for the most in this area, more or less waves not as many conchs. For sea glass and smaller shells around low tide. The fossilized shark teeth that I have found were at the dunes. Also don't know if this is true or not but I've heard the Cape Hatteras National Seashore has a one 5 gallon bucket limit of shells.
