Little bridge/Puppy Drum

Where is the best place to fish at on the little bridge for puppy drum? Should I place my bait under the bridge, near the rocks or just cast it out there as far as I can?

I've heard some reports of puppy drum in the kitty hawk/kDH area. But not a whole lot of action. I see the water temp is at 68 in Duck. Do you guys think that the puppy drum will show up in larger numbers as the water temp drops?
