You're best bet is probably going to be a pier. They'll usually have rods rigged with whatever has been working. Around ten bucks to fish and probably eight bucks + a deposit to rent a rod. No license necessary on a pier.

North Carolina does sell a weekly license for around $10 , but you probably won't be able to rent rods anywhere but the pier.

You can call around to the piers and get reports.
