Not trying to be smart , but usually the more miserable you are the more fish you'll catch. The rain and wind don't bother the fish and a lot of times when the surf picks up a little bit the drum will start biting. They seem to like rougher water than most species.

I'd throw on a rain suit and get out there with some sand fleas or cut bait on a bottom rig. Might be worth it to bait up a fish finder or canon ball rig with a spot head and cast it out as far as you can.
