All of the cobia I've seen caught from piers were caught on pin rigs. You might want to bring an extra rod to use for an anchor rod.

I would go out to the end and watch the guys live baiting for kings so you can see how it's done. You should be able to get everything you need at the tackle shops.

Cobia will hit different baits. If everyone else is using blues , try a spot or a pinfish.
