He could try using lures. You need to move around with the lures, see them jumping on the outer bar and try there. I'd try something colorful and something natural, white or silver and see what is working best. Also try to match the lure weight to the rod's sweet spot being what size weight the rod throws best so that you might get out there.

I'm guessing he's doing the fishing/babysitting at the same time. What I said about the cut bait might not work if there is a lot of sharks, skates and rays out and about. Just was something to try, I don't want to sound like I'm telling him how to fish. I know he knows a little something about it.
