I'd try the last parking area "Ramp 1" on the beach road in South Nags Head. You can't use chum. You can get fish heads for bait at Oregon Inlet Fishing Center. The dolphin heads work better than tuna heads for the smaller size sharks like black tip sharks. Could be a variety migrating north.
