You'll have to get the bait over the outer bar, the further the better. The last time I checked that spot out the outer bar was in close. I like dropping the bait with a kite. A lot of people are using kayaks to set the baits out, works in any wind direction. You could rent a kayak but the water is probably going to be cold in May so you would need a wetsuit. The park service doesn't like balloons because they say the balloons look like jellyfish and the sea turtles eat them then die.
