A 23 footer is a small boat and usually that size crowd does not go out very far. As I said, southwest wind can pick up in the afternoon.
The gulfstream is about 30 to 40 miles sometimes more out from Oregon Inlet and half that from Hatteras Inlet, might find a no cloud photo.

Would be better off leaving the boat at home and taking a make-up charter all day offshore to the gulfstream from Oregon Inlet Fishing Center.
That is where the marina tries to get 6 people together and split the cost of the trip. Another cheap way to go for nearshore is a headboat.
