Oregon Inlet area, best bet.

The lists of them come and go on the internet. I would suggest the public ramps at Oregon Inlet Fishing Center or New Inlet on Pea Island.
And don't go near the Oregon Inlet Bridge or you will be flushed and the southwest wind tends to pick up in the afternoon during the summer.
If the wind does start heading back immediately and stay near the ramp. The best times for all will be early morning and late afternoon, 4pm.
The red drum and speckled trout tend to be in close to the grassy shore .......
