Not everywhere in PA is bucket fishing but in my area it its a lot like fishing in the kiddie pool on the first day. Unless you can find a place where they float stocked. I fished with a couple guys two years ago who volunteered to stock trout and they told the fish commission guys they would only help if they float stock. If you're not there to help them stock they'll just dump all the fish in the designated holes that have easy access. That section was stream was the kind of fishing I like where you have to have any eye for those small holes that are holding fish. Its more like that where I grew up in central Pa than down this way in the metropolis. A good rain storm after the stocking will spread the fish out too. I will admit I take a certain amount of pride on the first day walking up and down the stream pulling fish out of holes that people just walked right past to get to the meat hole.
Up in central PA there a a place called spruce creek. Most of the good portions of that stream are privately owned. The trout there are all native trout and very educated. You really need to make a good presentation to catch those fish. When I was a kid, Jimmy Carter, when he was president used to fly out there to fly fish. I once saw that helicopter with the presidential seal on the side fly over my parents house. That and a hole bunch of those attack helicopters and a couple a-10's. Its about as good a stream as you can find on the east coast.
