You could try the public pier by the boat ramp under the bridge at Pirate's Cove Marina, just turn down the road across from Pirate's Cove and follow it back to the bridge. You could also try the pay to use pier at Fishing Unlimited by the little bridge on the Nags Head Causeway.
I think your going to be better off riding around looking for and trying different areas in the sound that don't look like they have been crabbed much if you want big crabs.
A good way to go for crabs is get a package of whole chicken cut up at Food Lion, you probably won't find just necks. Get some nylon kite string it won't break and tie the chicken piece on along with a big sinker to hold the bait in place and stake the line in the ground with a stick or tie to a dock. Then keep checking the strings to see if anything is pulling on them. If so pull the crab in very slowly, stop and wait if the crab lets go it will come back to the bait and then when you get the crab close enough scoop straight down fast with a crab net. The pulling in and scoop might take some time to get right but you'll get more this way rather than using the pull style collapsible traps.
