I know for a fact that the intention of NOAA is to stop all fishing in the area that they designate.....BUT....NOAA divers will be allowed to dive

It smells of the same stench as does the fact that the public can't walk on certain beachs...YET....the NPS can drive all over them at will...makes me want to puke
