The public pier under the Washington Baum bridge is a popular crabbing spot just giving you some options to try if nothing is going on there.
As for the other place almost all of the side streets are connected to Bay Drive at the south end of Kitty Hawk and in Kill Devil Hills from the bypass. The public sound access is at Windgrass Circle at the end of West Tateway Road in Kitty Hawk. It has a nice place where you can sit and a shallow calm beach, a trail where the old road was for bicycles and walking.
Make sure you do the speed limit on Bay Drive and give people enough room for a right turn onto the bypass on those side streets or they get angry.
That boat ramp might be to freshwater, I haven't noticed any crabs there. It's good outside the end of the canal but you need a boat.
Dock of the Bay Marina inside the gate at the end of Bob Perry Road can be good, that's the road where that boat ramp is located.
Also is a secluded beach at the end of Poor Ridge Road that might be worth a try, the water can rough up there if it's breezy from the southwest.
I've had good results on keepers from a boat off it.
The little bridge on the road at the end of the bike trail used to have some really big crabs, I don't know about now.
I think it's on Beacon Drive in Kitty Hawk and you pull over on the side of the road at the little bridge, watch out for snakes if you go there.
And the mosquitoes can get bad in the evening before dark.
