Do what Josh said. Add some 1/4 ounce jig heads to your arsenal. Also, add some curly tailed grubs in white and chartreuse.
Another good rig is the carolina rig. Use a 1/2 to 1 oz slip sinker and a 2 foot leader. Try soft bodied grubs, (gulp alive if you can afford them), and also try dragging strip baits of freshly caught Bluefish, croakers, spot, or sea mullet. Cast out and slowly drag back pausing occasionally.
Scout the beach at low tide and look for rip tides. They are found at breaks in the first or second sandbars in the water. Throw to either side of the stained water.
Do not be afraid to flip out a bait just a few feet past the breaking waves. A lot of fish are waiting for the backwash to bring them something to eat. Try sand fleas here.
Good luck and the guys at Fishing Unlimited will steer you in the right direction. It is the green shop directly next to the Little Bridge. Gary Oliver owns it and the Outer Banks Pier. He also does a daily audio report on his website and it is very concise.
