I've seen that become popular in the past at the ocean piers during early fall for picky trout, you need calm water and they used live finger mullet. I would think if you can keep it from washing back in that would work in the surf and might be a good way to go.

It's really frustrating seeing big trout sometimes rolling on the surface making schools of small baitfish jump out of the water on calm days during the fall all the way up and down the beach and not biting anything.
