If the surf is rough I'd check out Avalon Pier in Kill Devil Hills, it's at mile post 6 across from Awful Arthur's. You won't need a fishing license on the pier. I would pay attention to the people catching fish on the pier, what they are using like bait, hook size or type of lures and lure color then try to get the same in the pier house and target whatever happens to be the fish of the day. Could be bluefish, trout, puppy drum, black drum, spot, croaker, sea mullet.

One rig I like that's good for all the smaller size fish and the tackle shops might have is the Spot / Kingfish Rig by Sea Striker with the 1/2" ball floats. The floats help keep the crabs off. The rig doesn't last long about 2 or 3 days....
