They use inmates to pick up trash along the bypass north of the bridge. I saw them working on the mainland part of it about 2 weeks ago. A couple of small white buses with a port-o-potty strapped on. The inmates don't mind, they find music and other stuff for themselves.

I think doing away with the plastic bags has made a big difference. I was picking them up in the yard all the time or trying to get the plastic bags off of the trees. Only have to do it every once in awhile and hardly ever see a paper bag, seems to be mostly different kinds of packaging wrap from mail now.

Some people do try to pick the trash up, there's an old lady that walks the beach up here regularly and picks it up as she goes along like those balloons.
