The beach access on the south side of the Black Pelican Restaurant would be the best for parking and fishing. That's across from TW's tackle shop / 7-11 store on the 158 bypass in Kitty Hawk. It can be a big crowd at that beach access during the middle of the day.

Hayman Blvd. beach access just north of Avalon Pier in Kill Devil Hills looked good. There's plenty of parking between the road.
