I'm not an engineer by any stretch but i would think the rule of thumb for any piling would be mandatory to sit on or in bedrock . How the hell could you design a bridge structure of all things to sit on sand in an extremely turbulent inlet like the Oregon Inlet ? Makes zero sense at all regardless of when it was originally constructed !
side note : betcha the environmentalist are loving this !

Fingers crossed for all the Hatteras and Ocracoke folks in their daily lives .
