I have asked about stripers in that area on and off for a while now with little response. Either the people who fish the area are not catching or are not on this board anymore. The ramp you are talking about was not in good shape at all when I tried it about a year ago so we use the bowerstown road ramp in manteo. It puts you into a canal that drops you out near the new bridge. It is a short run to the old bridge. Good luck....
