The Bladen Street beach access on the north side of Nags Head Pier is a good spot but I think that's around MP 11, you might be talking about Outer Banks Pier. Right at the very last beach access parking area on the beach road where it turns to go into rt. 12 is a good spot in South Nags Head.

You might want to check them out at first light in the morning during early winter if you have a northeast wind. I've run into the stripers and birds right on the beach when I pulled up at one then stopped by the other one on the way back and the same thing was happening. Nobody else was out there at either one.
