That is right about the holes it changes but what TW's Tackle Shop usually does for their fall trout crowd which is rather big.
They will send them to the beach access at Hayman Blvd. just north of Avalon Pier it's a good area for trout with parking on Blvd.
I like a little further north at Helga Street it tends to have a consistent hole as a spring comes out there not many parking spots.
But is also a famous surfing spot too, I try to stay out of their way usually the area around it does have a good structure is fishy.
The north sides of all the piers can be good, what happens is the baitfish tend to congregate there when the fish are migrating south.
Bladen Street beach access just north of Nags Head Pier is another to check out, best times early morning or late afternoon, high tide.
A couple of other spots that might be great is the submerged wrecks at 2nd Street in KDH and the beach right at Wright Brothers Monument.
That is trying to work around the holes coming and going definitely stop by a tackle shop and ask they might know something more specific.
