Sheep following is right outa book "Animal Farm". (Required reading at this Capt's high school.) Napolean the pig was running the place. Rules were on side of the barn. Rules would change or be added overnite. Other animals hesitated but in the end followed.

And re: shooting...source says local law enforcement dropped the ball + after shooting, after convention, Secret Service had to ask FBI for help as they are so shorthanded.
