ORV Use at Oregon Inlet

I noticed on the Google Earth view of Oregon Inlet that the extreme southern spit on the north side is closed for resource something. Does this mean it will be closed temporarily or for good? And is that area accessible? Last fall we were down and the hook of the spit was flooded everyday due to storms. Thanks for any info.
