Fly fishing Nags Head

I will be staying around milepost 12 for the week of July 6-13. Can anyone give me some tips or advice about fly fishing in the surf in this area? Is it a lost cause or could I catch some fish around the pier? Am I even allowed to fish the pier from the beach? Any info would be great!
