Flounder are a lazy fish and wait for food to come to them thats why at slack tide they turn off I look for them along ledges where a strong current is running let your bait flow over the ledge and do a slow retrieve. using live bait helps too but I usually use small peaces of neatly cut,cut bait they move in and out of the channels too depending on the heat of the day they prefer cooler water so fish deep during the heat and shallow mornings and evenings
