New road

Ok question for yall locals or people in the know. I just saw on the nc12 facebook page that they were paving the new road, but they were putting it right on top of the sand without a base of stone. They might as well take several million dollars and just set it a drift in the ocean. No wonder it always washes out. I didnt realize thats how they did it there. Is there a reason for this half assedness.
