For something to fry up and the wind is coming from the southwest which is normal this time of year should be sea mullet, spot, croaker using Fishbites bloodworms, "small size 5 or 4 hooks".
Fish up close right at the beach in deeper water "muddy spots" caused by the wave run backs around high tide and "just over" the outer bar around low tide where you can reach it.
The public beach access on the south side of the Black Pelican restaurant in Kitty Hawk is a good early morning / evening area for sea mullet, too crowded during the middle of the day. The north side of the 2 1/2 milepost marker in Kitty Hawk is a good area for everything.
You can use the same strategy with another rod for something bigger using a puppy drum rig with cut bait. My usual is big 4/0 size Owner hooks snelled with 80 to 100 pound test on a regular double hook bottom rig. The tackle shops might have something already made if you ask them for a puppy drum rig. You might have to go through some sharks and rays for a fish which could be anything big.
