Judge Boyle

Has decided not to let the consent decree expire. It was due to expire on 2/15/12 when the final plan started. So, until June both plans are in effect. Anybody a lawyer? Can you explain how the NPS and one judge can decide which plan suits THEM and so that's what their going to do?
Aparantly he is waiting to see if the lawsuit will have a chance and if he keeps the consent decree in place he can keep the beaches closed.
