The beach north of Corolla is open to the state line, you follow the main road though Corolla and it ends at the ramp. That beach is controlled by Currituck County not the park service so you don't have the bird closures and you can drive on the beach at night.

It's not like Hatteras Island, the beach is used as a road by the homeowners and you have to park by the dunes on the beach not by the water. It's a hard flat beach with shallow water. The areas with stumps on the beach can be good but you can't park at the one near the ramp. I'd also stop by Corolla Bait and Tackle and TWs in Corolla to find out what's happening.
