It's hard to say, would be more cold water tolerant fish like stripers, speckled trout, bluefish, puppy drum, black drum, croakers, northern sea mullet, dog sharks, skates.
The striper fishing can be really good at Oregon Inlet that time of year if you can catch the wind right not too breezy coming from the northeast, east, southeast, 3 hours before to 3 hours after high tide, first light to sunrise for birds on them and after dark are the best times. It's better if all of it comes together, the right wind, tide and time for the best chance.
My pick just guessing with the new moon being on November 25th and the high tide running early evening and early morning and if the wind is right I think Outer Banks Pier in South Nags Head and the catwalk at Oregon Inlet might be good places to try after dark and during early morning around Thanksgiving through the following weekend. I'd dress warm, it can get cold at night out in the wind.
You would have a better idea the week before by the marina and tackle shop fishing reports if the stripers are being caught around the shoals and bridge at Oregon Inlet.
