Looks like your still going to be able to drive on some of the beach at the point and inlets according to the maps. I think the night driving ban is the worst of it, 10pm - 6am, May 1 - Nov. 15 and a night permit for the rest of the year.

If they are going to do that it should be like it is further north in Virginia, 11pm - 5am, May - September. First light is at 5am and not much is going to hatch after September because of cold temps, this isn't Florida. They don't need the night permit either, if they want to educate people that should be done with signs at the ramps.
