I don't know him but I've seen somebody like that fishing between Helga Street and the Kill Devil Hills / Kitty Hawk town line, he likes to bottom fish for bluefish and is the best area. The Hayman Blvd. beach access has a lot of swimmers during the summer because it has a lot of parking, it's a better spot for fall fishing.

The only public parking is a few spots at the Helga Street beach access, you can't park along that road. You might find some parking at the beach accesses at the end of the roads between Helga and Hayman.
