Never used the sand fleas, but alway caught them on fresh shrimp.And I mean fresh not frozen.Use a small surf rig.and #2 gold hooks.Always used a small 1 oz. round dollar sinker and cast just to the low tide shelf or above it.If your casting more than ten feet from where you get you get your feet wet you are casting to far.
