You'll probably catch some dog sharks and skates in Corolla for sure this month, try after dark.

A southeast wind might blow in some warmer water and fish depending on what's further out if anything.

You can also try the sound in Corolla, you'll need a freshwater license north of the Wright Memorial Bridge that goes into Kitty Hawk. I've seen some fish in the canals further south.
