There's a crabber in Kitty Hawk Village that sells crabs kind of cheap. The last time I got a half a bushel of hard crabs for $20. It's on the left off of Kitty Hawk Rd. the one beside TW's near the very end of I think it's Elijah Baum Rd., the road ends at a beach on Kitty Hawk Bay. He said the restaurants usually buy the soft shells, you might be able to buy some of them. The house is at the end with crab trays in the yard, knock on the front door.
