I'd try first light in the morning where the birds are at because they might come in close to the beach during that time. Also Avalon Pier has been leaving their pier lights on after dark and you might want to try around the pier after dark. Some nights have been warm.

You might want to check the bait pond by the bridge at Oregon Inlet sometimes there's puppy drum in it during the beginning of March. Also could be some shad at the little bridge on the Nags Head / Manteo Causeway. You can catch them with small jigs.

This is just something to try if you don't have a plan.
