Well, I did some research and talked to some individuals from the outer banks water patrol and they said I can in fact bowfish. I do not know the entire list of fish that cna be harvested this way, but rays and flounder can be harvested. Since this is about all i have seen in the sound that was good enough. Noted, they individual was very clear that red drum cant be bowfished.

Just thought i would let anyone know who is interested.
