The piers will be open. Most of the piers close for the season the last weekend of November, Outer Banks Pier and Hatteras Island Pier might be open in December.

It's better to check out the fishing reports and weather a week before. The weather pattern seems to be running in a weekly cycle and for example around the rainy days or cooler days might be the best.

Avalon Pier has fishing reports and the fishing can be similar for the other piers. If a lot of bluefish are there the bluefish will chase the spot away. The bluefish seem to be running in two sizes, small and bigger size blues up to 3 pounds. It was just big puppy drum in the surf with the bigger size bluefish.
