Talked to the PR/secretary lady from Duck pier when I was down this past June. She told me you can walk up to the pier from the beach and fish along side of it-but it's a long walk as there is no public access from the highway. Also said that boats can fish along sides of pier, but can't tie up to pilings, and can't sail or fish under pier. Remember, this fabulously expensive installation is ostensibly run by the ACE
so I don't know how much you want to try messing with them.
