Charter Fishing? Time of year?

Hey guys,
I really would appreciate some help! My parents in law are coming to visit us from South Africa at the end of July. We will be at OBX Salvo and I really want to take my father-in-law out on a charter boat. When we visited them in South Africa, he took me fishing in ocean, river and "reservoir" and we caught HUGE fish! I'm talking 20-25lbs. in the river (yellow fish), let alone our surf fishing!
I have been to OBX at least 20+ times, I usually do surf and pier. I have caught decent sized fish, but would still call myself amateur compared to you guys.
So, my questions, I really don't want my father-in-law going home and telling everyone we don't have decent fishing. My thought is to take him on a charter for better results. However, I am not rich and definitely can not afford a $1000 or more for the two of us to fish. 1.Are there charters that can help organize us into a group to reduce the cost? 2.Will it even be a good time of year to catch decent size fish? 3.Who would we have the best chances with (there are so many)? I really really would appreciate help here. This will be the only time my father-in-law visits the United States and I want him to go home bragging about the fishing here. THANKS for any advice!
