Best fall fishing

I am coming to OBX for the first time. I am taking this as a fishing trip but I have limited salt water experience. I have fished most freshwater in the southeastern US. I am going to be able to take vacation at the end of August, any time in October, or sometime early November. Any ideas on what is best? I want to pier/surf fish, head boat, and charter one day. Thanks!
